While the program can be quite profitable, it is not without risks. Compliance with SBA regulations is mandatory to ensure success and profitability. ABOUT THE PRESENTERS
David Starfield is managing partner of the law firm Starfield & Smith, P.C. He performs franchise eligibility reviews for SBA lenders, documents/closes SBA loans, and assists lenders with guaranty purchase issues. The SBA’s 2009 Financial Services Champion for Eastern Pennsylvania, David serves on the Executive Committee of NAGGL’s Board and its Technical Issues Committee. A frequent speaker and writer for the National Association of Government Guaranteed Lenders (NAGGL), he often presents seminars on franchise eligibility issues, loan documentation matters, and guaranty purchase issues. David is a member of the Bar of the Supreme Court of the US, and a graduate of the University of Southern California School of Law, Los Angeles.
Kimberly Rayer has extensive experience representing financial institutions with commercial financing transactions, including loans offered through the SBA. She performs SBA eligibility reviews, documents/closes loans, and advises on repurchase matters. A graduate of Drexel University and the James E. Beasley School of Law at Temple University, Kimberly is admitted to practice before the Supreme Courts of Pennsylvania and New Jersey and the Federal District Court for the Eastern District of Pennsylvania. She is a member of the Philadelphia Bar Association and NAGGL.
